[cmath] Petition in support of the IMA

Dear colleague,

         Recently, the National Science Foundation has decided not to renew funding to the Institute for Mathematics and its Applications at the University of Minnesota.  Here is an open letter to the NSF communicating the importance of the IMA to our community:
