At its Annual Meeting held in Guelph, ON, the Statistical Society of 
Canada  (SSC) announced today that David Binder is the 2012 recipient of 
the Award for Impact of Applied and Collaborative Work. The award 
recognizes outstanding contributions by SSC members in collaborative 
research and applied work, the importance of which derives primarily 
from its relatively recent impact on a subject area outside of the 
statistical sciences, on an area of application, or on an organization.

Dr. Binder’s affiliation with Statistics Canada began in 1971 as a 
Survey Methodologist. Over the years, he moved up the ranks at 
Statistics Canada, culminating his career as the Director General of the 
Methodology Branch, before accepting a position for a few months as 
Senior Advisor to an Assistant Chief Statistician at Statistics Canada. 
He was also very active in several statistical societies, including the 
SSC, where he served as President and as Executive Director. After his 
retirement in 2004, Dr. Binder continued to work at Statistics Canada on 
a part-time basis, mostly to pursue his research interests that were 
also of interest to Statistics Canada, and to provide technical advice 
on various statistical issues.

Dr. Binder devoted much of his career to developing methods to make 
valid statistical inferences where the data were obtained from a survey 
(or surveys) with a complex sampling design.  The subtleties of the 
impact of the survey design on such inferences are generally not well 
understood by those without more advanced statistical expertise.  
However, with the incorporation of a number of suitable methods into 
several commercial statistical analysis software packages, the methods 
have become more accessible to researchers from many disciplines. Dr. 
Binder’s statistical leadership and research contributions have been 
recognized with Elected Membership in the International Statistical 
Institute (1985), Fellowship in the American Statistical Association 
(1991), and with the Distinguished Service Award of the SSC (2011).  He 
is acknowledged internationally as a world leader in the area of 
analysis of data from complex surveys.

On June 3, 2012, Dr, Binder passed away peacefully in Ottawa. There will 
be a special session to honour the memory of Dr. Binder at the 2013 
Annual Meeting of the Society, to be held May 26-29 in Edmonton, Alberta.

Lors de son congrès annuel à Guelph, ON, la Société statistique du 
Canada a annoncé aujourd’hui que David Binder est le récipiendaire 2012 
de son prix pour l’impact du travail collaboratif et appliqué. Ce prix 
salue les contributions exceptionnelles de membres de la SSC à des 
travaux de recherche de nature appliquée réalisés en collaboration, dont 
l’importance découle principalement de son impact relativement récent 
sur un organisme ou dans un domaine du savoir autre que la statistique.

Dr. Binder a entamé sa carrière à Statistique Canada en 1971 à titre de 
technicien d’enquête. Il a gravi les échelons un à un et a 
éventuellement été promu Directeur général de la Direction de la 
méthodologie, et ensuite principal conseiller d’un des statisticiens en 
chef adjoints pendant quelques mois. Retraité en 2004, David a continué 
de travailler à temps partiel pour Statistique Canada, où il a fait de 
la recherche et a été appelé à fournir des avis techniques sur diverses 
questions statistiques.

Dr. Binder a consacré l’essentiel de sa carrière à mettre au point des 
méthodes qui permettent de faire des inférences statistiques valables à 
partir de données d’enquêtes issues de plans d’échantillonnage 
complexes. Les subtilités de l’impact du plan d’enquête sur ces 
inférences sont généralement difficiles à saisir quand on ne dispose pas 
de l’expertise requise. Maintenant que plusieurs de ces méthodes ont été 
intégrées à divers progiciels d’analyse statistique commerciaux, elles 
sont davantage à la portée des chercheurs d'autres disciplines. Le 
leadership et les contributions du Dr. Binder lui ont valu d’être coopté 
membre de l’Institut international de statistique en 1985 et élevé dès 
1991 au rang de compagnon de l’Association des statisticiens américains 
(ASA) ; il a en outre reçu le Prix pour services insignes de la SSC en 
2011. Il est reconnu mondialement comme un chef de file de l’analyse de 
données issues d’enquêtes complexes.
David Binder est décédé paisiblement le 3 juin à Ottawa. Une séance 
spéciale honorant sa mémoire aura lieu lors du prochain congrès annuel 
de la SSC, qui se tiendra du 26 au 29 mai 2013 à Edmonton (Alberta).
