[cmath] Planning for CMEF

The CMS website has a new page devoted to the planning of the next 
Canadian Math Education Forum in 2014.

A summary of recent discussions at CMESG and CMS has been posted.At the 
moment it appears only in English but we are obtaining a French 
translation.Further updates will appear on this page and those who are 
interested might bookmark it.As planning proceeds, notice of significant 
new postings will be sent out on cmath and cmesg-l.
