[cmath] Open letter to NSERC and to the Minister of Industry regarding Discovery Grant funding

Dear colleagues,

The Mathematics - NSERC Liaison committee has sent an open letter to the 
Minister of Industry and to NSERC's President, dealing with the recent 
changes to the evaluation process in the Discovery Grants Program and 
the anomalous funding decisions that result from the new system. The 
effect has been especially apparent in the latest competition, whose 
results have just been sent to the individual researchers.
