[cmath] Circle Packing Contest

Hi everybody.

Earlier today I saw a post on the sci.math.research newsgroup
about an interesting contest involving packing circles of
increasing radii together into an all-encompassing circle.
It looks like a great opportunity for students to have some
fun with math and programming, and maybe even win a few dollars
in the process!

Apparently this is just the latest in a series of contests.
Once this one ends in January there should be another contest
to keep students (and faculty) excited.
